Toobaa Foundition
The purpose of the Toobaa Foundition is to serve the scholars, especially those specializing in MPhil, PhD, or any other field. The foundation assists them in their pursuit of knowledge. To achieve this goal, Toobaa Foundition has a program to digitize all libraries across the country, whether private or public. PREFACE
THIS BOOK forms part of a series of outlines of modern librarianship, and its construction and content were con- ditioned by that framework. The field of public library administration touches the subject matter covered by all the other titles in the series, and a conscious effort has been made to avoid eneroaching too far on the province of my colleagues. For example, the subjects of cataloguing and classification, important though they are for public libraries, have been barely touched on here and other topics have been sketched in and will need to be pursued elsewhere.
What has been attempted is a logical progression through the field of public library administration, using that term in its widest sense as the management of public library services. Beginning with the purpose of the public library and its legislative base, management structure, financing and the staffing are outlined. Having set up the service, the acquisition of materials and their organisation and housing, together with the various services provided, are briefly described; and finally, arrangements for co-operation at various levels are outlined.
The purpose is to give the student a comprehensive over- view of the subject, concentrating on significant aspects in the development of modern public library systems.
My thanks are due to the publisher for patiently allowing me to extend the deadline for delivery of the text, to Marlene for deciphering my scribble and typing the script, and to our children Lindsey, Jonathan and Zoe for suffering the absence of one or both parents during the production period. ان کہانیوں کی بنیاد اصل پولیس رپورٹس پر رکھی گئی ہے اور ان میں بیان کردہ تمام واقعات حقیقی ہیں۔ تاہم پولیس رپورٹس کی تکنیکی زبان عام قاری کے لیے بوجھل، پیچیدہ اور خشک ہوتی ہے، جس میں لطف و تاثیر کا کوئی خاص پہلو نہیں پایا جاتا۔ اسی لیے جب انگریزی مواد کا اردو ترجمہ کیا گیا تو صرف اتنی تکنیکی تفصیلات شامل رکھی گئیں جو کہانی کو مؤثر انداز میں بیان کرنے کے لیے ضروری تھیں۔ ساتھ ہی واقعات کی روح کو متاثر کیے بغیر ان میں ہلکی سی ادبی رنگ آمیزی اور بعض اضافے بھی کیے گئے، تاکہ بیانیہ خشک اور یکساں نہ رہ جائے۔
ایک اور پہلو جس کا خیال رکھا گیا، وہ یہ ہے کہ بعض واقعات میں نام، مقامات اور بعض صورتوں میں کرداروں کے مذاہب بھی تبدیل کر دیے گئے ہیں۔ اس طرح یہ کتاب دراصل حقیقت کا ایک ادبی و افسانوی روپ ہے، جہاں حقیقت اور تخیل ایک ساتھ چلتے ہیں۔
ان کہانیوں کی اہمیت صرف اس بات میں نہیں کہ ان کے مرکزی کردار مرد نہیں بلکہ عورتیں ہیں، اگرچہ یہ بات بذاتِ خود غیر معمولی ہے۔ کیونکہ عورت کو عموماً نرم مزاج، کمزور اور مجرمانہ سرگرمیوں سے دور سمجھا جاتا ہے۔ بالخصوص یہ تصور کرنا مشکل ہے کہ کوئی عورت دانستہ طور پر خونِ ناحق بہائے۔ لیکن حقیقت یہ ہے کہ جب عورت انتقام کی آگ میں جلتی ہے، اپنی عزت و غیرت کی جنگ لڑتی ہے یا نفسیاتی دباؤ کا شکار ہو جاتی ہے تو وہ بھی کسی کی جان لینے سے دریغ نہیں کرتی۔
یہ کتاب ایسے ہی جرائم پر مبنی کہانیوں کا مجموعہ ہے۔ ان میں نہ صرف روایتی طریقوں اور ہتھیاروں سے قتل کیے گئے واقعات شامل ہیں بلکہ چند ایسے غیر معمولی اور انوکھے طریقے بھی بیان ہوئے ہیں، جیسے کسی شخص کو گھوڑے کی نعل سے، یا ایک عام سا ترکھان کا اوزار تراش سے قتل کر دینا۔
ہر واقعہ میں قتل کے پس منظر سے لے کر پولیس تحقیقات، اور پھر عدالتی کارروائی تک کے تمام مراحل بیان کیے گئے ہیں۔ اس سے نہ صرف کہانیوں میں ندرت اور تنوع پیدا ہوتا ہے بلکہ یہ سبق بھی ملتا ہے کہ برائی کا انجام بہرحال عبرتناک ہوتا ہے۔ مجرم خواہ کتنا ہی چالاک کیوں نہ ہو، قانون کی گرفت سے نہیں بچ سکتا اور بالآخر اپنے انجام کو پہنچتا ہے۔

Sach di garhati/سچ دی گڑھتی
My grandfather, Ustad Ash-Shu’ara Ustad Chiragh Din, known as “Ishq Lehr” (عشق لہر), was a renowned poet. After his passing in 1948, I began reciting his poetry at gatherings, which earned me recognition. In 1970, my friends encouraged me to start writing my own poetry, and soon, I was able to establish my own identity. Most of my success is attributed to my grandfather, Ishq Lehr (عشق لہر).
Throughout my literary journey, Tufail Parvez (طفیل پرویز) provided me with financial and moral support. He also helped establish the literary organization Ishq Lehr (عشق لہر), which later gained nationwide recognition. Many other kind-hearted individuals also guided and supported me.
My poetry book, “Sach Di Garhti” (سچ دی گڑھتی), was published through the dedicated efforts of young poet and journalist Aqeel Shafi (عقیل شافی). Others who contributed to its publication include Professor Dr. Ismatullah Zahid (پروفیسر ڈاکٹر عصمت اللہ زاہد), Professor Zaheer Ahmed Zaheer (پروفیسر ظہیر احمد ظہیر), Maqsood Ahmed Sharqpuri (مقصود احمد شرقپوری), Muhammad Asif (محمد آصف), and Muhammad Sudheer Sain (محمد سدھیر سائیں).
My family, especially my sons and daughters, preserved my poetry, enabling me to become a published author. With the grace of Allah Almighty (اللہ تعالیٰ) and the blessings of Prophet Muhammad (PBUH) (حضرت محمد صلی اللہ علیہ وسلم), I have earned respect and recognition. In the end, I dedicate my poetry to my homeland, my faith, and my beliefs.
میرے دادا استاد الشعراء استاد چراغ دین المعروف “عشق لہر” میرے دادا جی تھے۔ 1948ء میں انتقال ان کے بعد، میں نے ان کا کلام مشاعروں میں پڑھنا شروع کیا، جس سے مجھے پہچان ملی۔ 1970ء میں، میرے دوستوں نے مجھے اپنی شاعری لکھنے کی حوصلہ افزائی دی، اور جلد ہی میں اپنی پہچان بنانے میں کامیاب ہو گیا۔ میری کامیابی زیادہ تر میرے دادا Ishq Lehr (عشق لہر) کی وجہ سے ہوئی۔
